Job Description

This is technical work responsible for review and inspection of site development projects for the
Engineering Department. Work involves review of site plans and inspection of roadway and
drainage sites within the County to assure compliance with County regulations. Work also involves
inspection of site developments to ensure correct erosion and sediment control measures are taken.
Individual acts as Department liaison for communications to developers and contractors. Individual
is a technical resource for various departments, agencies, and other groups and individuals. Work
is performed under the general direction of the Development Inspection Manager and Assistant
County Engineer.

MAJOR DUTIES AND RESPONSIBILITIES include the following. Other duties may be

Reviews site plans for County roads, sidewalks, and drainage constructed by the development
community. May inspect residential and/or commercial development sites, depending on
specific job assigned.

Communicates with contractors, developers, engineers, and the public in resolving erosion or
drainage complaints, or road problems associated with development.

Conducts pre-construction meetings and approves work for Land Disturbance Permits issued byDevelopment Services Center to contractors or developers.

Requests citations for inadequate erosion control and county ordinance violations from the
County Marshal for property owners and other violators; may attend court hearings to answer
questions and provide violation documentation.

Keeps track of new or revised federal or state regulations, County policies and procedures,
applies information to plan review.

Responds to inquiries, complaints and problems from property owners and the general public;
resolves them by contacting appropriate organization or person/s for resolution.

Inspects road sites to determine the need of traffic control and safety devices.

Oversees grading, paving, curbing, storm drain installation, and erosion control on County
maintained roads performed by development community by performing on-site inspection, plan
compliance review and general direction of workers.

Checks final plats for compliance with County regulations and approves the issuance of bonds
for development community by computing bond amounts and reviewing final and initial punch

Makes final inspections of developments for acceptance of roads into the County’s maintenance
program and for release of maintenance bonds and performance bonds.

Performs other duties or special projects as needed.


Education and Experience

High school education or equivalent.

Three years experience in road and site construction and/or inspection.

Any combination of education, training, and experience that provides the required knowledge and
skills is acceptable.

Certificates, Licenses and Registrations

Valid Georgia Driver’s License and a satisfactory Motor Vehicle Record (MVR).

Knowledge, Skills and Abilities

Good knowledge of site construction plans, construction inspection procedures, erosion and
sedimentation control measures, and County, State, and/or GDOT construction regulations and
safety codes.

Knowledge and/or ability to read and interpret construction blueprints, plans, drawings, and
related manuals.

Ability to coordinate and manage multiple projects and priorities.
